Position: Safe Sport Case Officer (Contract for Services)

Responsible to: Lead Child Wellbeing and Protection Officer

Contract Type: 2 days per week 
Contract for service until 31 March 2026 

Location: Remote, occasional travel for case work as needed with the option of working from Scottish Rowing’s base at Strathclyde Park, Motherwell.

Fee: £200 per day

Start Date: As soon as possible

Role Summary

Scottish Rowing is seeking an experienced safeguarding professional to join us on a contract for services basis (initially until 31 March 2026). You will provide expert case management, advice and support in line with our commitment to safe sport, strong governance and inclusion.

 
Key Areas of Responsibility

 
Support for Club Child Wellbeing and Protection Officers 

  • Provide advice and support to club Child Wellbeing and Protection Officers (CWPOs) in resolving low-level and level one concerns, including: 
  • Supporting the initial assessment of cases, including referrals, risk assessments, and potential actions such as police intervention or suspension.
  • Advising on the collection, recording, and collation of case-related information.
  • Supporting difficult conversation preparation and interview planning.

 
Case Management & Investigations 

  • Manage a portfolio of cases as directed by the Lead Child Wellbeing and Protection Officer in relation to safeguarding, wellbeing and protection concerns, managing level one cases and collaborating with the Lead Child Wellbeing and Protection Officer on complex or serious cases (level two).
  • Log, record, investigate, action, manage, and monitor all case referrals and allegations, ensuring compliance with safeguarding procedures.
  • Conduct and support safeguarding and disciplinary investigations, including: 
  • Receiving, recording, and reviewing complaints, allegations, and concerns.
  • Conducting enquiries through visits, online meetings, or telephone contact.
  • Obtaining witness accounts and interviewing respondents.
  • Maintaining regular contact with respondents and complainants.
  • Liaising and coordinating with external statutory agencies, member clubs, and safeguarding officers as needed.
  • Risk assess cases, identifying legislative and/or regulatory implications and advising on risk management strategies.
  • Ensure effective information sharing with key stakeholders, including internal teams, statutory agencies, and relevant organisations, providing regular updates and case outcomes.
  • Maintain accurate case records using the case management system (Globocol).
  • Participate in safeguarding team case management and supervision meetings.
  • Support the preparation of evidence bundles for disciplinary hearings, appeal hearings, and case panel reports.
  • Assist with responses to Data Subject Access Requests (DSARs) where necessary.
  • Support the presentation of cases at Conduct in Sport hearings and appeal hearings as required.
  • Work collaboratively across all departments to embed a child-centred approach to safeguarding, ensuring alignment with organisational aims and objectives. 

Communication 

Engage and communicate regularly with:

  • Chief Executive Officer
  • Lead Child Wellbeing and Protection Officer
  • Scottish Rowing Staff and Board
  • British Rowing safeguarding team
  • Club safeguarding officers
  • Registered clubs and coaches

 
Monitoring and Evaluation 

Provide regular monitoring and evaluation reports in an agreed format for the Senior Leadership Team, the Board of Directors, and other relevant bodies as required.

  • Relevant qualification or experience could be in investigations /Child Wellbeing and Protection / social work / HR / Legal / Police or relevant previous experience.
  • National 5 in English and Maths or equivalent

Knowledge  

  • This role requires the holder to have comprehensive and current knowledge of child and adult protection and safeguarding, including legal frameworks, standards and disciplinary processes
  • Sound knowledge of Microsoft Office products including Word, Excel, Powerpoint and Outlook
  • Office systems and procedures
  • Knowledge of safeguarding issues within a sporting environment
  • an understanding of rowing, its structures and frameworks e.g. club structures, coaching relationships, events etc. in order to contextualise procedures, processes and training needs
  • Knowledge of the Standards for Child Wellbeing and Protection in Sport
  • Knowledge of the Protection of Vulnerable groups (Scotland) Act 2007 in relation to regulated work roles and the referrals process

Contract and Compliance

  • You must be a member of the PVG scheme for regulated roles in Scotland
  • Hold appropriate professional indemnity insurance
  • Comply with all relevant Scottish Rowing policies including (but not limited to) Child Wellbeing and Protection policy, Equality policy, Code of Conduct and Data Protection policy
  • Provide own equipment and mobile connectivity
